Why some businesses are classified high-risk in the first place
A business gets classified high-risk based on a combination of factors card networks and acquiring banks track: elevated chargeback rates for the category, regulatory complexity (age-verification, licensing, or federally restricted products), average ticket size and subscription structure, and industry history of fraud. CBD and firearms are flagged largely for regulatory and reputational reasons; subscription and continuity billing is flagged because recurring charges historically generate more disputes; travel and ticketing are flagged because of the gap between the charge date and the service date.
None of that means a business can't process β it means the underwriting review is done by an acquiring bank willing to accept that category's risk profile, usually with additional documentation, a rolling reserve in some cases, and closer chargeback monitoring, rather than through a standard retail underwriting path.
Documentation by category, with concrete examples
A CBD retailer is typically asked for a certificate of analysis for its products, proof the hemp source meets the current legal THC threshold, and standard business formation documents. A firearms dealer is typically asked for a current FFL license alongside the standard application. A subscription or continuity business is typically asked to show its billing descriptor, cancellation flow and how it discloses recurring charges to customers, since disclosure clarity is one of the biggest levers for reducing chargebacks in that category.
Underwriters review these documents specifically to confirm the business operates within its category's legal and card-brand requirements β not as a formality, which is why incomplete documentation is the single biggest cause of underwriting delay across every high-risk category.
What happens if you've been terminated or listed before
Merchants previously terminated by a processor sometimes end up on the Terminated Merchant File (MATCH), which acquiring banks check during underwriting. Being listed doesn't automatically block new approval, but it does require the acquiring bank to review the circumstances of the prior termination β whether it was fraud-related, a compliance issue, or simply a category the prior processor stopped supporting. We ask about prior processing history upfront specifically so we can match you to a bank equipped to review that history rather than finding out mid-application.
Common high-risk categories and what underwriting typically asks for
| Category | Typical underwriting focus | Documentation often requested |
|---|---|---|
| CBD & hemp | Product compliance, THC threshold, lab testing | Certificate of analysis, business formation docs |
| Firearms & ammunition | Licensing and category coding | Current FFL license, standard application |
| Vape & smoke shops | Age verification, category coding | Age-verification process documentation, business license |
| Subscription / continuity billing | Chargeback rate, disclosure clarity | Billing descriptor, cancellation flow, terms of service |
| Travel & ticketing | Delivery-date gap, refund policy | Refund/cancellation policy, financial statements |
Frequently asked questions
What is a high-risk merchant account?
It's a merchant account approved through specialized underwriting for industries that mainstream processors decline or restrict β often due to chargeback rates, regulatory complexity, or the nature of the product or service.
Do you process CBD and hemp payments?
Yes. We work with banking partners that support compliant CBD and hemp businesses. Approval and pricing are based on underwriting and supporting documentation, including product compliance records.
Can you support vape and smoke shop payments?
Yes. Card-present vape and smoke shop processing is available through high-risk banking partners. Age-verification compliance and category coding are handled during boarding.
Do you process firearms and ammunition sales?
Yes, for FFL-licensed dealers and qualifying retailers. Documentation requirements include current licensing and standard merchant application materials.
How long does high-risk underwriting take?
Timelines vary by category and how quickly required documentation is provided. Incomplete documentation is the most common cause of delay, so we confirm what's needed upfront.
Will I need a reserve?
Some high-risk categories require a reserve set by the acquiring bank. Reserve structure, if any, is disclosed before you sign so there are no surprises.
What if my account was terminated elsewhere?
We regularly work with merchants after a TMF/MATCH listing. Approval depends on the circumstances of the prior termination and the acquiring bank's review, not a blanket disqualification.
Do you offer chargeback prevention tools for subscription billing?
Yes. Eligible accounts can enable chargeback alert programs and dispute response services, and we review your billing descriptor and cancellation flow since disclosure clarity is one of the biggest factors in reducing subscription disputes.
